Innovative Economy Operational Programme




The Innovative Economy Program is one of six National Strategic Reference Framework programs funded by the European Union. It is addressed mainly to businesses which intend to carry out innovative projects associated with research and development, state-of-the-art technologies, investments of huge importance to the Polish economy or implementation and application of ICT.




The key objective of the Innovative Economy Operational Programme is development of the Polish economy driven by innovation-seeking companies.

This key objective shall be accomplished via achievement of the following goals:


  • Increase of innovation in business,
  • Rise in competitiveness of Polish sciences
  • Higher importance of Polish sciences for the economic growth 
  • Increased share of innovative products of the Polish economy in the international market,
  • Providing better and long-lasting jobs
  • Increased use of ICT in the economy.


The Innovative Economy Operational Programme’s budget shall be spent on highly innovative ventures with a huge impact on our country’s economy.

The Innovative Economy Operational Programme offers comprehensive support for R & D-related ventures which provide businesses undertaking them with a competitive advantage in the Single European Market as well as in international markets, which in turn leads to long-lasting and good jobs in innovative companies.  

Grants on scientific activity conducted to the benefit of businesses and providing economy with new generation  technology solutions shall reach the sector of science concerned with the increase of innovation and competitiveness of the Polish economy.

In order to enable businesses to create, transfer and implement modern technological and organizational solutions, the programme shall target broadly taken business environment, especially the one with supraregional reach. At the same time, it will reach out to institutions which encourage business innovation and entrepreneurship and, as such, are of the highest importance to economy as a whole,
including networks of those institutions, eminent innovation centers and organizations providing funds for innovative ventures.

Such actions shall be taken as one of nine priorities of the Innovative Economy Operational Programme. The aim of each priority is to provide funding for science focused on creation of innovative solutions, conditions for development of this science and its cooperation with business, companies capable of commercializing those solutions, promotion of Polish products and companies likely to conquer global markets, computerization of economy and administration sector.

Funds for the implementation of the Innovative Economy Operational Programme will be provided by the European Union (European Regional Development Fund - 85 %) and Poland (state budget and budgets of local government units - 15 %).




The Program’s Managing Authority (MA) is the Ministry of Regional Development. Apart from MA, the system also includes other institutions which act as agents throughout the implementation of the Programme – so-called Intermediate Bodies (IB).


  • National Centre for Research and Development – for Priorities I and II.
  • Ministry of Economy – for Priorities III, IV, V and VI.
  • Ministry of Internal Affairs and Administration – for Priorities VII and VIII.

We are pleased to announce that on 22 May 2018 the National Centre for Research and Development (NCBR), together with the Ministry of Science and Technology (MOST) of Taiwan is opening a call for bilateral projects.
We are pleased to inform that on 19 January 2018, the National Centre for Research and Development (NCBR) along with the Federal Ministry of Education and Research (BMBF) launched the call for joint R&D proposals in the thematic area
We kindly inform that last 3 applications submitted from 13 September 2017 to 11 October 2017 under the call for bilateral activities supported under the Fund for Bilateral Relations were verified. Based on the results of verification 2 applications were funded for the total amount of 5000 EUR.
An executive agency of the Minister of Science and Higher Education begins the implementation of the hydrogen storage programme. Its purpose is to develop an innovative mobile hydrogen container for use with fuel cells.
The call for proposals will open on 19 February in the first competition of INGA programme - Innovative Gas Industry.
Even more than 1,000 eco-friendly new generation buses can hit the streets of Polish cities by 2023. The National Centre for Research and Development (NCBR), an executive agency of the Minister of Science and Higher Education, announced the order under the Zero-Emission Public Transport programme.
On 29 December 2017 the National Centre for Research and Development (NCBR) and the National Fund for Environmental Protection and Water Management (NFOŚiGW) signed a contract with the Ministry of Science and Higher Education (MNiSW) to finance the purchase of new generation buses for Polish cities
The second edition of the EEA and Norway Grants comes to an end. Poland can boast the largest number of grants. A conference was held on 21 November in Warsaw to sum up the Polish-Norwegian Research Programme run by NCBR.
The National Centre of Research and Development (NCRD) is looking for candidates for experts in the Smart Growth Operational Programme 2014-2020 (SG OP). The deadline for submitting application is the 15th of September, 2017, at 16:30.
