Poland's innovation shoots upwards!

The Central Statistical Office (GUS) published the latest data on spending on research and development in 2012. Thanks to the policy of stimulating R & D investment among entrepreneurs, carried out jointly by the Ministry of Science and Higher Education and the National Centre for Research and Development, the expenditure on R&D reached a record level of 14.4 billion PLN - almost 23% more than in the previous year.

The Central Statistical Office published the latest data on research and development (R & D ) in 2012. The study included units carrying out research and development work in a continuous or ad hoc manner, such as entrepreneurs, universities, research institutes as well as research units of the Polish Academy of Sciences.

The development of innovation in a country is to a large extent determined by internal expenditure on research and development (GERD - Gross Domestic Expenditure on R & D). It is them that stimulate the development of new technologies and help businesses gain a competitive edge by launching innovative products.

In 2012, the number of entities that have carried out R & D activities was up by 23.1 % in comparison with the previous year. GERD in 2012 amounted to 14.4 billion PLN - almost 23% more than in 2011. This means that Poland already spends 0.9% GDP on research on innovation (0.76% in 2011). This is due mainly to the commitment of entrepreneurs. For the last two years, their participation in the research and development has intensively grown and amounted to over 5.3 billion PLN in 2012, which is already 37% of the overall expenditure on R & D.

- All these are tangible effects of the reform of science and demonstrate the efficacy of solutions we have adopted within that reform. Comparing the present statistics to those from 2008, we have observed an almost two-fold increase in investment in research and innovation - a great success of Polish scientists and innovative companies - says Minister of Science and Higher Education, Prof. Barbara Kudrycka .

The Minister also stresses that the leap in the funding of research and development was made possible through innovative programs and competitions carried out by the National Centre for Research and Development. - The Centre has implemented strategic management programs and competitions that engage entrepreneurs and motivate the private sector to fund or co-fund research. This experience will be very important in the next EU financial perspective for 2014-2020, when a good co-operation between science and economy will be crucial in competing for funds, Minister Kudrycka adds.

Since 2011, the budget of the National Centre for Research and Development has continuously grown. Currently it amounts to 4.5 billion PLn per annum. Every day the Centre pays 10 million PLN for the development of R&D in Poland, and nearly twice as much comes from industry. In the last year, the Centre launched a number of programmes together with entrepreneurs from various sectors of the economy. It is the share of entrepreneurs in R & D that is the main flywheel of the most innovative economies worldwide.

- The increasing interest of the business sector in our programmes is apparently reflected in the statistics. We are pleased that today we are an important, even strategic partner for our entrepreneurs. Data released by the Central Statistical Office is however only the first harbinger of positive change. Commercialisation of ongoing research and development works will significantly accelerate economic growth in Poland in future - said Prof. Krzysztof Jan Kurzydłowski, Director of the National Centre for Research and Development.
