e-Pioneer – supporting talented programmers in order to solve identified social or economic problems

The action envisages carrying out an endeavour with an aim to support the ideas of talented programmers or interdisciplinary teams that include programmers in order to solve economically or socially important problems that are driven by ICT-based tools. Carrying out the activity will enable to establish co-operation between the public and private sector to develop innovation in areas which are crucial from the socio-economic point of view.

In carrying out the activity, it is planned to utilise the pre-commercial procurement (PCP) formula -  a novelty on the Polish market. The PCP formula means that social or economic problems will be pre-identified with the participation of interested public administration bodies. It is also acceptable to take advantage of proposals submitted by private sector units, NGOs as well as citizens, providing that those proposals meet the goals of the activity. The result of the support provided should be to devise relevant solutions in the form of minimum viable products (MVPs) or prototypes as well as their development so that they could be tested by potential users.

The aim of the intervention is to exploit programmers’ potential through activities that will make the programmers’ skills market-oriented. This includes e.g. designing IT solutions that meet the customer’s needs, project management, entrepreneurship or work in an interdisciplinary team. The support offered also envisages carrying out business and technological verification of solutions proposed. Programmers will also be provided with e.g. coaching, mentoring involving experienced professionals, counselling as well as other channels of deepening one’s knowledge and developing competencies.
Input to obtain a specific goal: This activity will contribute to promoting advanced digital skills as well as benefits they could bring both to their possessor and to society in general. This way, the intervention carried out will contribute to increasing the level of ICT use. On the other hand, solutions devised to solve social or economic problems will have an impact on the increase of the level of ICT products’ use and on a real possibility of implementing new solutions in public administration units.

Beneficiary groups: beneficiary of a non-competitive project – a public subject that displays a relevant technical and substantive potential as well as experience in carrying out such projects, including with the use of 2007-13 EU funds. A competitive procedure based on transparency and objective criteria will be ensured during the selection process of ultimate support recipients i.e. programmers or interdisciplinary teams that include programmers.
