The Memorandum of Understanding between the National Center for Research and Development (NCBR) and Japan Coal Energy Centre (JCOAL), concerning cooperation on coal-based energy production was signed on 3 October 2013. The memorandum reflects a mutual interest in cooperation on research and development in the coal utilization area. The Parties agreed to exchange knowledge and support joint research activities covering efficient power technologies, Carbon Capture and Storage, energy efficiency in coal power plants, use of advanced materials in power plants and gasification and liquefaction of coal.

Activities will focus on supporting research institutions and businesses in funding of marketable projects, results of which can be commercialized and contribute to technological development in both countries.

The new Memorandum of Understanding between the National Center for Research and Development (NCBR) and Japan Coal Energy Centre (JCOAL) was signed on 29 April 2019. The MoU reflects a mutual interest of the Parties to pursue collaborative work on bilateral research and development to advance the technical, environmental, and cost performance of the coal utilization and the renewable energies areas. The previous MoU between the National Center for Research and Development and Japan Coal Energy Center (JCOAL) expired in 2018. In 2017, the two Polish-Japanese projects in the field of coal energy were completed.
