Please be informed that project partners must sign a partnership agreement, a template of which can be found underneath
The partnership agreement has to be delivered to the Programme Operator before signing of the project contract with the NCBR. The Programme Operator verifies if the partnership agreement is in accordance with the template.
All partners are obliged to use the provided template and no changes other than necessary should be made.
The partnership agreement is signed in English.

Please be informed that project partners must sign a partnership agreement, a template of which can be found underneath.
The partnership agreement has to be delivered to the Programme Operator before signing of the project contract with the NCBR. The Programme Operator verifies if the partnership agreement complies with Article 6.8 of the Regulation on the Implementation of the Norwegian Mechanism 2009-20014.
Project partners may also choose to use a different template for signing a partnership agreement. However, they should make sure that the partnership agreement contains the following elements (Art. 6.8 of the Regulation):
- provisions on the roles and responsibilities of the parties;
- provisions on the financial arrangements between parties, including, but not limited to, which expenditure the project partners can get reimbursed from the project budget;
- provisions on audits on project partners;
- detailed budget, with itemized costs and unit prices;
- provisions on dispute resolutions.
The partnership agreement should also contain provisions on intellectual property rights, in compliance with Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006.
Norwegian project partners who, in the Core Call application, have used the personnel cost rates set by the Research Council of Norway for applications to the RCN, are advised to pay particular attention to the calculation of the overhead. The RCN rates have some overhead costs built into them, and if they are used as a base for calculating a flat rate indirect cost (overhead) it could lead to a double overhead (same cost counted twice).

Research institutions can submit basic data and areas of expertise and interest by answering the QuestBack. The aim of the survey is to provide a resource of information for researchers looking for partners for cooperation, in view of the upcoming calls for proposals under the EEA Grants and Norway Grants research programmes. The survey is available on:
The information provided by research institutions will be made publicly available in the form of an Excel workbook posted on EEA Grants - Norway Grants webpage: www.rcn.no/eea. The database/workbook will remain public until all calls under this funding period have expired.
The information will also be used to prepare matchmaking events for researchers under the research cooperation programmes concerned.
