The formula of the ERA-NET / ERA-NET + group programmes, based on the implementation of the community goal of creating the European Research Area (ERA), assumes combining the financial and scientific potential of Member States in order to increase the competitiveness of the European economy. Participant institutions in these ventures implement research funding programmes in individual European countries, e.g. ministries, funding agencies for research projects, science councils. The role of NCBR is to establish cooperation and participate in ERA-NET projects. International calls for research and R&D project proposals financed from national funds are organised under those projects.

ERA-NET COFUND is a new programme formula under Horizon 2020. It combines existing programs such as ERA-NET and ERA-NET +. ERA-NET COFUND was established to support public-public partnerships, including joint programme initiatives between Member States, creation of network structures, design, implementation and coordination of joint activities, including EU co-financing. The main activity within ERA-NET COFUND is the announcement of an international call for proposals in the co-fund formula co-financed by the European Commission. Under ERA-NET COFUND, member countries may additionally undertake other joint activities, e.g. organisation of international calls for research project proposals without EC support.
